A significant number of comments have been posted in the past about the tardiness of publishing minutes. Probably massively unfair but you might assume they had something to hide.
Given the widespread unhappiness with the Parish Council's unwillingness to state their position on housing development (something to do with accusations of prejudice before the submission by developers of planning application), this only increases the paranoia of the conspiracy theorists!
Come on Parish Council. Surely you don't need reminding once again that you serve the village, not vested interests with whom you seem happy to have private meetings. In this case it's not "publish and be damned" but "publish to avoid damnation". |

Is this new developers or old developers??
Is it mandatory to have and AGM and an APM. If so could someone please explain the difference? |

without checking through old records for an exact reply, the developer money was from old developers - money is not handed over until a development is completed. I believe some of this was for a playground on Bramley green that was handed over and the rest was from the development at the old texaco garage that we received a proportion of with stipulation on what it could be spent on. (hence the fitness equipment and new tables).
The difference on APM & AGM, I have pulled off the CPALC website for you: The Annual Meeting of the Parish Council must be held in the month of May and in an election year the meeting must be held between 4 and 14 days after polling day. This is the meeting of the parish council where they elect the chairman, make other annual appointments and review their insurance, risk management policies, etc.
The Annual Parish Meeting can be held between the 1st March and the 30th June . This is the meeting where the parish council invite the public and press to hear reports from the Chairman, District & County Councillors, maybe from Neighbourhood Watch or any organisation that the council gave significant funding to. There should also be an opportunity for the public and press to express their opinions on what the council are doing. No votes taken at this meeting are binding on the parish council although they should consider them at the next meeting of the parish council. Only members on the electoral roll can vote on an issue – other members of the public can attend and express their opinions but not vote.

Thanks for the clarification, Patty. As usual, you can be relied upon to respond, unlike your colleagues for whom the need for communication with their electorate seems to be a difficult concept to grasp.
Given the weight of material to be processed at the APM the Council is to be congratulated for accomplishing it all in 15 minutes. |

Thanks Patty that does make it clear, however you left off the bit about-----------
"A great many councils hold the two meetings on the same evening during May as they feel that they will not get the few people who do attend to come out twice. It is important if they are held on the same evening that there is at least a two minute gap to demonstrate that a different meeting is now taking place. There is no rule about which should take place first."
If the APM is only going to take 15 minutes perhaps the council should consider tacking it on to the end of the AGM (which finished at 9-30pm), this would then leave the June date free for a full council meeting and agenda.
