Tea in the Square - Angmering Village Greens

This afternoon (Thursday), Angmering Village Greens issued the following statement:

Shop Update
It is with deep regret that we must inform you all that we will no longer be going into no. 2 The Square due to factors beyond our control. This is unfortunate but we hope to have a stall or shop elsewhere in the future and are exploring alternative avenues. Thank you for continuing to support us, it means a lot. Nicole & Nic.

We are so sorry for Tea in the Square owners, Anne-Marie and Helen, that the sale of the lease did not proceed and for their resultant substantial losses.

Public Exhibition

Rydon Homes and Gleeson Land would like to invite you to an exhibition of their proposals for Land North of Water Lane, Angmering on 3rd November 2021 at St Margaret's Church Hall, Arundel Road, Angmering between 2pm and 8pm.

The development already has outline planning consent. The purpose of the exhibition is to get your feedback on the proposed house designs, roads, footpaths, public open spaces and landscaping. Village road works

Roadworks are planned in the central village area - principally The Square and Water Lane - from Monday 18 October 2021 to Monday 25 October 2021. Access onto High Street from Water Lane will be blocked. 4 way traffic lights will be in place and some parking bays will be suspended during the works. The village centre therefore is likely to see serious traffic congestion and lengthy delays during the daytime especially. However, all the shops will remain open during this period despite the reduced parking.

Snippets from the draft minutes of Angmering Parish Council's meeting of 11 October 2021

Mayflower Park Lighting - The Clerk talked through the supporting paper and confirmed that a grant to undertake the works had been awarded by the Sussex Police and Crime Commissioner The amount of the awarded grant is £41.5k. She advised quotes for installation of the lighting were being sort along with various different options – options include having lights on timers, solar lighting, low level lighting, lighting activated when movement is detected etc., a decision on what would be best will be required when all quotes had been received. This will be brought to the next full council meeting when all information has been gathered.

Snippets from the draft minutes of Angmering Parish Council's CLEW Committee meeting of 29 September 2021

Fred Rowley Awards - Name Board - Cllr. L Hamilton-Street explained his thinking about wanting to keep the award winners in the publics memory and thought this could be a way to do so. A discussion then followed. Various locations were considered as well as what form the name board should take i.e. name bricks, or maybe a piece of art work which could be added to with the names of new winners was mentioned.

Angmering Revealed & Angmering Art Project, - Cllr. A Evans commented on the name and that it was well thought out and that he had witnessed lots of people talking about the event and how well it had been received. Cllr. A Evans then commented about the path leading to the sculpture that was unable to be revealed at the event. He updated the committee on his conversation with the artist. The Committee Clerk commented that the path installation was due to commence w/c 4th October.

Flicks on the Pitch - The Committee Clerk reported back to the committee the dates that the Rugby Club could offer for this event. After discussion it was agreed that Saturday 30 July was the preferred date. Action: Contact Rugby Club to reserve Saturday 30 July for Flicks on the Pitch. Further discussion then took place regarding how the event should be run. The preferred option is the APC pay for the cost of the screen package which includes the film hire and the rest is covered by the Rugby Club. This would mean that APC have no part in the actual running of the event. RESOLUTION: Cllr. N Hamilton-Street PROPOSED that APC should pay for the screen hire package only and that APC have no part in the actual running of the event. Cllr. R Evans SECONDED and All AGREED

Memory Tree & Christmas Carols - The Committee Clerk explained that there were a few options for dates for this event and after discussion it was agreed that Friday 3 December was the preferred option. Also discussed was a choir to sing at the event, what food and beverage could be offered and the type of bauble to place on the tree for a memory to by written on it.

Christmas Trees for the village - The Committee Clerk talked through the tree for the village square and the tree for the APC office which was subsequently agreed. RESOLUTION: Cllr. L Hamilton-Street PROPOSED that APC should accept the quote supplied for a 16ft tree for the village square and small tree for the APC Office. Cllr. M Jones SECONDED and All AGREED.

Discussions then took place regarding APC supporting the purchase of 21 small trees for shops around the Village Square and in Downsway. It was agreed that the village looked amazing last year with the trees that were put up and it would be great if this could be improved on for this year. RESOLUTION: Cllr. N Hamilton-Street PROPOSED that APC should offer 21 shops a £30 contribution towards the cost of one wall mounted Christmas tree. Cllr. M Jones SECONDED and All AGREED.

Queen's Jubilee 2022 - Cllr. A Evans commented that he felt that APC should act as a facilitator only and not to be responsible for any actual events, all agreed. Action: Start to ask questions regarding what the pubs etc. have got planned and on what dates. Action: Contact ADC to ask how they will be managing requests for street parties.

McCarthy & Stone plans rejected

Proposals by McCarthy & Stone to build a retirement complex in the location of the old Chandlers BMW site in Water Lane have been refused by Arun District Council (Planning Application No. A/110/21/PL). The reasons given are:

1) The proposed development fails to provide on-site affordable housing and fails to provide robust viability evidence for the provision of affordable housing off-site by way of a commuted sum of a proportionate sum (i.e. more than £50,418), in conflict with policy AH SP2 of the Arun Local Plan and the National Planning Policy Framework (2021).

2) The residential development comprises a density of 75 dwellings per hectare which constitutes over-development of the site, with insufficient on-site vehicle parking and cycle parking provision. There would be less than substantial harm to the Angmering Conservation Area and 'Eachways' Grade II Listed Building but the public benefits of the proposed development do not sufficiently outweigh the harm caused to these Heritage Assets due to the over-development of the site; and the scale, massing and appearance of the proposed building would appear bulky, out of scale and out of keeping with the character and appearance of these Heritage Assets. Consequently, the proposed development is contrary to Policy D DM1, Policy D SP1, Policy H DM2(d), Policy HER DM1, Policy HER SP1, Policy HER DM3 and Policy T SP1 of the Arun ocal Local Plan, Policy EH1, Policy HA3, Policy HD2, Policy HD4, Policy HD5, Policy HD6, Policy HD7 and HD8 of the Angmering Neighbourhood Plan, the National Planning Policy Framework (2021), the Arun Design Guide, the ADC Parking Standards SPD and Sections 66 and 72 of the Planning (Listed Building and REPORT_1011(ODB)
