A259 and Station Road
corner
After discussion it was PROPOSED by Cllr. Harris, SECONDED
by Cllr. Bicknell and AGREED by ALL to go with Quote 2 of £2,620.00. It
was discussed that if the same supplier had been awarded the clearance of
Nursery Corner then a combined cost for both jobs should be sought. Another
discussion then took place re the planting of this area when it was cleared.
The question of sponsorship was raised and it was agreed by all that a planting
plan be put on hold while the A259 road works were taking place. The planting
plan will be re-visited after the clearance and the road works have been done.
Verges at Nursery Road corner, Bramley
Green
After discussion it was PROPOSED by Cllr. Bicknell,
SECONDED by air. R Evans and AGREED by ALL to go with Quote 2 of £655.00.

Dragons' Teeth around ground by Community
Centre
Cllr. Hamilton-Street explained the background behind this
project and answered various questions that were raised. A discussion then took
place on which option we should go with. A decision could not be made on the
best way forward which resulted in the Angmering Parish Office being asked to
investigate if a Bund could be put in instead of Dragons Teeth or Knee Rail
fencing. Also the cost to replace only the Dragons Teeth that need
repair/replacing now was requested.

Things you may

Collections over the Christmas and New Year period will ONE DAY LATER than your normal day, unless your normal collection is on a Monday when it will remain on the same day. Collections will return to normal on Monday 7 January 2019.
Garden Waste collections will be suspended from Monday 24 December and will recommence on Monday 7 January.

Boundary Change proposal from East
Preston
The Chairman reported on a meeting that the Vice Chairman
and himself had had with the Chairman and Vice Chairman of East Preston Parish
Council (the meeting had been held at the request of East Preston). They are
seeking a Boundary change with all properties between the A259 and the Railway
being taken into East Preston The Chairman told the Council that East Preston
had been informed that Angmering was totally opposed to this. Subsequent to
this a letter was received from East Preston which was circulated to all our
Parish and Ward District Councillors This letter informed us that they were
asking Arun to seek the views of property owners in this area. The Chairman
proposed that Angmering should officially resist the proposal of East Preston
and any change to the boundaries of Angmering Parish. This proposal, seconded
by Cllr. Marsh and Cllr. A Evans was AGREED by ALL.
Community Grant
applications
Angmering Village Hall - Application for the
sum of £1,200.00 was discussed and was AGREED by ALL councillors present.
Victim Support - Application was discussed for the sum of
£150.00 and was AGREED by ALL councillors present.
Purchase of Corner House flat
The
Clerk reported that the loan had been applied for and gave an overview of the
next steps. It was anticipated that the purchase would not be complete until
early January 2019. The Clerk informed members that after discussions with her
staff and a review of their method of working, she was reluctant to use the
flat above in the immediate future but accepted this might change in the
unlikely event that the new business centre did not materialise. A lengthy
discussion took place over these issues but it was generally agreed that in
case the Chandlers Development did not proceed the purchase should be proceeded
with and that work to the existing office be kept to a minimum to comply with
current health and safety requirements. Cllr Mountain proposed that we let out
the flat in the short term until the final decision on the Chandlers site had
been made. This was seconded by Cllr A Evans and CARRIED with 6 COUNCILLORS
voting FOR the proposal and 3 ABSTAINING

Work leading to the dualling of the A259 is due to commence on 7 January 2019, weather permitting. The first aspect, lasting 3-4 months, will be the clearing of vegetation and trees to allow pipework and other utilities to be moved and protected as the scheme progresses. There will eventually be some replanting of trees and shrubs. Minimal traffic control is anticipated.
The major work involving the dualling of the A259 in Angmering from the Station Road roundabout to the A280 (Angmering by-pass) roundabout will commence mid- to late-2019. This will include a new cycling and pedestrian route on the south side of the road.
The existing controlled crossing connecting The Angmering School and Downs Way will be upgraded to a Toucan crossing. A new Toucan crossing will be provided near to Haskins. Right turns across the carriageway such as at Haskins, will be closed.
It is anticipated that the budgeted £14.8 million scheme will not be completed until the end of 2020. This budget is jointly funded by the Coast to Capital Local Economic Partnership, West Sussex County Council and private developer contributions.
West Sussex County Council say that, when completed, the new stretches of dual carriageway will reduce traffic congestion by increasing road capacity and so cut both journey times and pollution.
A259 and Station Road corner
The
Committee Clerk informed that the office had been unsuccessful in obtaining a
broken down quotation from the initial contractors who quoted the work. After
discussion it was decided that the office should pursue obtaining quotations
for the clearance of the area. It was also decided to ask contractors sought
for quotations for the verges to also quote for the clearance, liners and
preparation of the land at the corner of the A259 and Station Road and then
approach contractors for new quotations to plant.
Noticeboards
After discussion it
was PROPOSED by Cllr. Phelon, SECONDED by Cllr. Alan Evans and AGREED by ALL to
go with supplier 3 with the quotations of £6732.90 for the noticeboards
and £920.00 for the disposal of old and installation of new, total of
£7652.90 for the replacement of all noticeboards in dark green powder
coated aluminium frame with gold lettering on the header with the Angmering
Parish Council logo.
Outstanding Citizen Award
Cllr.
Hamilton-Street informed all that Roger Miles has been outstanding in
commemorating fallen soldiers of Angmering in WW1 and had really put Angmering
on the map by appearing on National television on Armistice Sunday. It was
PROPOSED by Cllr. Phelon, SECONDED by Cllr. Hill-Smith and AGREED by ALL to
present the Fred Rowley Award to Roger Miles at the Memory Tree event on the
Village Square on Friday 30 November 2018.
Angmering Twinning Association
sign
The Twinning Sign was discussed by all with Cllr. Phelon
making a suggestion of incorporating the missing sign with village gates and
demonstrating how this may look. Cllr. Hamilton-Street informed all that the
office had obtained some information with regards to WSCC regulations and that
WSCC had requested location suggestion to be sent to them. .

Further to your news article on 12 November, Tracy Watson has advised that she will be continuing with her gentle Hatha Yoga sessions starting on Tuesday 8th January 2019. British Transport police officers were called to Angmering railway station at 6.20am this morning (Tuesday) after a report of a man in cardiac arrest on the platform. A force spokesman said: Colleagues from the ambulance service also attended, however, despite their best efforts a 63-year-old man was sadly pronounced dead at the scene. His family has been informed.
