Notes:
1. ^ Sainsbury's Pharmacy may be open on these days - see above chart for Sainsbury's opening times.
2. * Patients who need to see a doctor urgently when surgery is closed should contact the NHS out of hours service on 111.
3. Downsway Laundrette, located in the parade near the Roundstone Crossing, is open as usual every day over the holiday period (7:30 am - 7:30 pm) but will not be attended Christmas Day, Boxing Day and New Years Day.
Community Land Trust
Confirmation had been received earlier in the day that a grant of £10,000 had been awarded towards further planning work for the scheme envisaged for the Mayflower Way site. This would enable full public consultation to take place, following which planning preapplication work could be undertaken. A further £40,000 of grant funding was available to get to the grant of permission.
Upholding the Neighbourhood Plan Policies
[After lengthy discussion] On a proposal by Councillor Marsh, Seconded by Councillor Oldfield: That the Parish Council proceed with a view to bringing suitable legal proceedings, subject to Counsel’s advice – unanimously AGREED
On a proposal by Councillor Thompson, seconded by Councillor Jones: The Clerk be directed to take all necessary steps to pursue the matter as per the above without further reference to Council – unanimously AGREED.
2016/2017 Budget & Precept
The Chairman noted that the decision on budget and precept figure for 2017/18 could not be made before January 2017 as the position regarding legal action was not yet clear; the Parish Council’s reserves policy and the aspirations in the Neighbourhood Plan would be impacted by this.
On a proposal by Councillor Hill-Smith, seconded by Councillor Oldfield: That agreement of the 2017/2018 Budeget and Precept be deferred to the Parish Council’s meeting on 16 January 2017 – unanimously AGREED.
JEAAC Highways & Transport Meeting
- A259 route improvement scheme: detailed design work would commence in April 2017 and construction in April 2018.
- Angmering Traffic Management Scheme: this would proceed to formal consultation in early 2017.
- Yellow hatched boxes on the Station Road roundabout: these were unfortunately illegal in the absence of traffic lights there. A white KEEP CLEAR box would be put in instead.
- A259 cycleway surface disturbance: on investigation, this was due to mare’s tail weed coming up through the tarmac. This species of weed was similar to Japanese knotweed in terms of its effects. WSCC are going to destroy it, then resurface the cycleway.
- Rustington Golf Centre: some discussion took place with regard to the effects of the planned expansion on the roundabout. This would be taken up with planners.

The national chain - Tapi Carpets & Floors - will be taking up the final store in between Aldi and Next on the new Manor Retail Park on the A259. Tapi are calling it their Rustington store although it is actually in Angmering. They currently have over 50 stores open throughout the UK and propose opening a further 16 during 2017.
One of the services offered by Tapi is their "Mobile Showrooms" - i.e. vans that bring their full carpet and flooring collection to your home with specialist home consultants providing advice, free measuring and planning.

Angmering In Bloom will be holding a Table Top Sale & Coffee Morning on 28th January 2017 in the Village Hall (10.00am to 12.30pm). This is a chance to sell your unwanted items, toys, bric-a-brac, books etc. In addition to the various stalls, there will also be a bake sale. Planning Issues
[There was an extensive discussion regarding Arun District Council's complete disregard of Angmering's Neighbourhood Plan when they approved proposed housing in Arundel Road (Planning Application No. A/131/16/OUT). It is suggested that those interested read the full minutes of this discussion - see link below - Ed]
The Parish Council concluded: It was imperative for action to be taken to protect and uphold Angmering’s made Neighbourhood Plan, and that expert legal advice should be sought as a matter of priority. On a proposal by Councillor Thompson, seconded by Councillor Lee Hamilton-Street: That the Parish Council take all necessary steps to ensure that the Neighbourhood Plan is upheld – unanimously AGREED. The Deputy Clerk noted that formal legal proceedings would involve significant expenditure; it was to be hoped that this could be avoided.
Community Centre Car Park Landscaping
The Chairman referred to the recommendation submitted by the Communities, Leisure, Environment & Wellbeing Committee to undertake landscaping work at a cost of £2,215 on the western perimeter of the Community Centre car park. Councillors were reminded that these works were required in order to discharge conditions attached to the planning permission for the car park extension. Following brief discussion it was noted that the position concerning a guarantee for the works needed to be verified before the works were commenced. On a proposal by Councillor Phelon, seconded by Councillor Evans: That the works be carried out as per the recommendation before the Parish Council – unanimously AGREED.
2016/2017 Budget & Precept
The Chairman noted that the Parish Council was being asked to consider the attached reports and analysis, and decide on the budget and precept for 2017/2018. Events had rather overtaken this process, however, as the decisions to be made about the budget would hinge upon what the Parish Council decided to do about the situation with ADC Development Control. An idea of cost was needed for that first. Councillor Nikki Hamilton-Street noted that there was a need to consider other funding streams available for play area refurbishment. In view of the foregoing it was unanimously AGREED that consideration of the 2017/2018 budget and precept be deferred until the Parish Council’s December meeting.

Despite objections from some residents and Angmering Parish Council, Arun District Council has again overridden the Angmering Neighbourhood Plan by approving an application (A/27/16/PL) to build 53 residential care apartments on the corner of Dappers Lane.
The development will provide 24 hour care and accommodation for residents with a range of needs that will change over time plus a number of communal facilities on site. The apartments will be split over four 2-level buildings within the site. There will be 45 two-bedroom apartments and 8 one-bedroom apartments.
The apartments will be individually purchased and privately owned. As part of the purchase, a Care Package will be required which will be tailored to each individual resident's needs. Each apartment will have its own kitchen, living and dining areas, and bathroom(s). There will also be spaces for residents' vehicles.
Shared communal facilities will also be provided which will include catered restaurant style dining for residents, a gym, cinema, function rooms, and a communal garden.
The site is currently occupied by a house named "Broadlees" and its lands.
Roads in and around Angmering were jammed yesterday afternoon (Tuesday 6 December) after a white Ford Transit van coming down Hammerpot hill on the A27 crashed into an unoccupied parked car and car showroom at the junction with Arundel Road, Angmering. The incident, which occurred at 12.20pm, demolished the car showroom sending debris across the A27. Fortunately, the van driver only suffered minor injuries.

Crews from West Sussex Fire & Rescue attended the scene and took measures to secure the building from further collapse. The A27 finally opened at about 7.30pm. However, west bound traffic on the A27 was having to be diverted via the A259 to Lyminster through Angmering village or the Angmering By-pass. Traffic attempting to come through Angmering village to get onto the A259 was at times queuing back to Water Lane during the afternoon. Articulated lorries diverted from the A27 down Arundel Road experienced major difficulties when trying to turn south in The Square. Police arrived in the village centre to control traffic at about 2.15pm, some two hours after the incident at Hammerpot occurred which at least informed motorists of the problem and prevented further traffic trying to get back onto the A27 via the Arundel Road.
The Village Traders' Christmas Evening will be held this coming Wednesday (7 December) between 6.00pm and 9pm approx. Please note that ALL roads entering and exiting the village centre will be closed to all vehicular traffic from 4.30pm to 10.00pm and there will be no way through. Residents living in the north of the village coming from the south will need to use Roundstone Lane or Water Lane and Dappers Lane. Residents in the south of the village coming from the north and wishing to get to roads off Station Road will either need to use Roundstone Lane or the Angmering By-pass.
