Local Plan recommendations rejected

At last night's Arun District Council (ADC) meeting, district councillors rejected the Planning Department's recommendations to accept the draft Local Plan as written. Cllr Ricky Bower (Cons, East Preston & Kingston), the Cabinet Member for Planning & Infrastructure, believed that the Strategic Housing Market Assessment (SHMA) data was flawed and that ADC should re-examine this data and its impact on the proposed housing figures and resultant allocations. During discussions, it was also generally accepted that lower target figures would be more beneficial in the first 6 years of the Plan with perhaps some mid-term review of them, and that it was important to establish more industry in the early years. At the vote, Cllr Bower's proposal for returning to examine the data, revision of housing figures, and other matters, was passed by 33 votes to 10, with one abstention.

It was with some disbelief - after many of the public had left the meeting following the abovementioned vote - that a counter proposal was put forward by Cllr Roger Nash (Lab, Pevensey, Bognor) singling out Angmering - without any previous discussion - for the higher strategic housing figures, and examining the possibility of up to 1000 houses at Ford not contained in the draft Local Plan. These aspects of his proposal were supported by Labour and Lib-Dem members but fortunately, at the vote, were rejected by Conservative members by a show of hands. The voting figures appeared similar to the earlier vote. Angmering District Councillors Dudley Wensley and Paul Bicknell had both previously spoken out against Cllr Nash's proposal and it was pointed out that, if accepted, it could possibly result in the loss of 150 current jobs in Angmering. The proposal by Cllr Nash would effectively mean the building on all or most of the land east of Roundstone Lane.

An interesting fact which emerged from the meeting was that planning permission had already been granted for approx 4000 houses across Arun District but no construction had commenced. Builders, however, were not constructing as there appeared to be lack of demand at this time. Builders had also many potential additional sites "land banked" in Arun District.

Crucial District meeting to approve Local Plan

The full Arun District Council will be meeting tomorrow evening (Wednesday 29 May) to consider the Local Plan Sub-Committee's recommendations from their meetings, and there will be the final consideration of the pre-submission of the Draft Local Plan. Save Angmering Village (SAV) feel it should be seen (by virtue of the numbers attending) to reinforce the strength of feeling in the community, and the importance of Councillors making the right decision and are urging members of Angmering's community to attend. Tomorrow's meeting will be held at 6.00 pm in the Council Chamber at Arun Civic Centre, Maltravers Road, Littlehampton.

Arun planners are attempting to turn Angmering into a Garden City/Suburb type development!

In a recent email to members of the community, SAV said:

Following the vote of the Local Plan Sub-Committee last week to reduce the number of houses from 560 to 455 (annual across whole District ..Ed), and the consequent requirement to re-write the Local Plan, we understood that the meeting of the full Council to consider the revised number, scheduled for May 29th, would be postponed. How wrong we were!

It appears that there may have been an attempt by the ADC Planners, no doubt dismayed by the amount of work involved in re-writing the plan, to persuade those Councillors, who voted for the lower number, to reverse their decision. What price democracy! Supposedly confident of the success of this somewhat questionable strategy, the meeting on the 29th has remained in the schedule, and a call to the District Council today has confirmed that it will go ahead after all. Now scheduled for 6 pm in the Council Chamber at Angmering District Council offices, Maltravers Road, Littlehampton. Although the public will not be allowed to speak at the meeting, we are able to express our reactions to the content of the discussion.

Snippets from the draft Minutes of the Parish Council meeting on 13 May 2013

Election of Chairman
Councillor Mountain was proposed as Chairman for the coming year by Councillor Bos and seconded by Councillor Mariner. Councillor Turner was proposed by Councillor Verrinder and seconded by Councillor Francis. The election was carried out by a show of hands with the result being 5 votes for each candidate. Councillor Mountain used his casting vote to vote for himself and was duly re-elected as Chairman.

Election of Vice-Chairman
Councillor Leverick was proposed by Councillor Mountain and seconded by Councillor Bos. Councillor Turner was proposed by Councillor Verrinder and seconded by Councillor Graham. The election was carried out by a show of hands with the result being 5 votes for each candidate. Councillor Mountain used his casting vote to vote for Councillor Leverick who was duly elected as Vice-Chairman.

Angmering Library
Councillor Turner reported that there had been no further progress since the last Council meeting, and expressed concern that the suspicion was that the County Council was covertly running the library down with the likelihood that it would be closed. County Councillor Urquhart stated that she did not believe that there was any intention to run the library down, as described, but believed that there were outstanding matters to be done before the matter could be progressed. She said that now that the hours were reduced to 24 per week the budget reductions required had been achieved.

Angmering Community Land Trust
The Clerk reported that the Community Land Trust Drop-in session had attracted around 40 attendees, half of which had signed up to take part in one form or another. The next stage was for the Board to set up the company framework after which grants could be applied for and bank accounts set up.

Village Hall Grant
Following the report on this matter circulated by the Clerk, on a proposal by Councillor Turner it was unanimously RESOLVED to make a grant of £4,765 to the Village Hall Management Committee as a contribution to the flood defence work carried out on behalf of the community.

Flower & Produce Show 2013

The annual Angmering Flower & Produce Show will once again be held at Pigeon House in the High Street with the kind permission of Mr Peter Blake. The date and time of the Show is Saturday 7 July at 2.00pm. Admission to the Show is £1 for adults and 50p for children. Last year, the organisers were able to donate £500 to the Chestnut Tree Hospice fund and they hope to make another significant contribution this year.

Full details and entry forms are now available from Manor Nurseries and Holmes Estate Agents, and from other outlets in the village.

Overall, there are 81 classes this year falling within 8 categories, namely Flowers, Vegetable & Fruit, Floral Art, Children's Section, Home Made Cookery, Arts & Crafts, The Angmering Society Competition, and the Fun Section. Certificates will be awarded in all sections and there are some 20 trophies to be won.

Entrants are encouraged to enter as many classes as they wish as there is a trophy for the person with the most points. Points for places: First place in class - 3 pts; Second place in class - 2 points; Third place in class - 1 point

Entry forms should be submitted to the organisers' collection points by 5.00pm on the Wednesday before the Show to allow them time to complete entry cards. Late entries will only be accepted up to 10.30am on the day of the Show

Charity Model Railway Show

Anyone who attended the Model Railway Show in Angmering two years' ago, will be delighted to learn that it is to be held again on 18 May in St Margaret's Church between 10am and 5pm, which should prove to be a wonderful venue.

The show is being put on by the West Sussex Area Group 'N' Gauge Society in aid of St Barnabas House. Every member of the family - young and old - will enjoy the fascinating working layouts that will be on show which include Thomas the Tank Engine which children will be able to operate.

Entrance: £4 adults; £3 seniors; £2 children; £10 families. Refreshments will also be available.

Teenager seriously injured at race track

15-year old Joshua Scott, a pupil at Seaford College near Petworth, was seriously injured on Sunday morning after his go-kart overturned on a track corner at the Angmering Motor Sports Centre in Water Lane. He was taken by ambulance to the Royal Sussex County Hospital where he was found to have suffered a punctured lung, broken all the ribs on his right-hand side, and also sustained breaks to a collar bone and shoulder blade. Joshua has said that he intends continuing racing after he has recovered from his injuries.

Angmering In Bloom Sunflower Competition

Plant a Sunflower and watch it grow. If you think your sunflower could be the tallest this summer, measure the height and take a photo of yourself standing next to it. Haskins Garden Centre are offering free packets of sunflower seeds to children under 16 who may wish to enter the Competition. Pick up your seeds from Haskins Customer Service desk together with details on how to enter the competition.

If you have already planted your Sunflower and wish to enter, closing date for entries is 31 August. Winners will be invited to collect their prizes at the Garden Competition Awards to be held in September at Haskins Garden Centre.
