Following a successful appeal for funds, on Friday 26th April, County Councillor Deborah Urquhart and members of The Angmering In Bloom Association (AIB), were pleased to advise the Lavinia Norfolk Centre at The Angmering School that funds had been granted for the Association to help the Centre to renovate the existing greenhouse and provide greenhouse and garden equipment, so that the children can fully use the facilities to gain horticultural and social skills.
It was a bright sunny morning and the Committee of AIB joined the children and Matt Stubbs, the teacher for the Gardening Club, planting vegetables and weeding the beds in the garden. The Association is looking forward to installing all the equipment within the next few weeks.

Arun draft Visioning Study ("garden suburb")
for Angmering
A resident (during Public Consultation time)
expressed concern about the way that the Angmering Draft Visioning Study
had been handled within the Parish Council. He stated that the District Council
had asked for the Visioning Brief to be kept confidential. In addition, the
Chairman and the Clerk had attended a meeting with Arun District Council to
discuss the draft brief without reporting this to the councillors. This had
meant that the first that councillors had known about the report had been when
it was publicly placed on the Angmering Village Life website, meaning that this
had embarrassed and angered some of the councillors. (The Chairman stated
that) Councillors had now received from the Clerk the time-line of what
happened in relation to this report together with his observations on the
detail in the draft Visioning Study. A number of councillors expressed concern
that they had been left out of the process and as a result, they had been made
to feel stupid. The Chairman apologised if councillors had felt left out, but
he believed that the Parish Councils position had not been damaged by
this. In answer to the other questions, the Chairman outlined the position as
he saw it. (These are extracts from a long minuted discussion - Ed)
(Later in the meeting) District Councillor Bicknell was asked what he knew about the Arun District Council Visioning study for Angmering. He responded that he did know about the report when it was agreed by District Councillor Ricky Bower to commission it, but this decision was called in by other councillors to be considered by the Overview Select Committee. The conclusion of this committee was that the report could be commissioned. He pointed out that the Visioning Study had not become Aruns policy on the matter and that it was just something organised by the officers.
Car Parking at the Community Centre
The Chairman of the Community Centre Management Committee brought up the
subject of request for additional parking at the Community Centre, outlining
the surveys on usage already undertaken to justify its need. She said that it
was now more necessary since the additional parking restrictions being
introduced on Bramley Green meant that overspill parking would not be possible
on the streets surrounding the Centre. The Clerk indicated that a response was
awaited from the District Planners, after which the project could progress,
subject to Parish Council approval.
Library Working Party
Councillor Turner had circulated to councillors a summary of the position she
had reached in trying to work with West Sussex County Library staff in trying
to recruit volunteers. It had been disappointing to hear that potential
volunteers had been turned away because the focus had been to just take people
to cover the current hours of operation rather than to extend opening hours by
using trained volunteers. This was not what had been agreed at the previous
meetings with the same West Sussex staff. .
Memorial Seat on The Green
On a
proposal by the Chairman is was unanimously RESOLVED that the missing seat on
the Green, currently broken and held in storage for the last five years by the
Monumental Company which maintains the War Memorial, would either be repaired
and reinstated or replaced. It was AGREED that a total of three quotations
would be sought for replacement or repair and, additionally, a determination
made of whether the remaining seat, still on the Green, needed any work carried
out on it as it was showing signs of deterioration.

Mayflower Park
A risk assessment
was carried out for the pond work and the pond work has now been completed. The
rubbish in between the boundary fencing of the pathway to Angmering School and
Mayflower Park has been reported to West Sussex County Council. The work has
been approved but not yet completed.
East Angmering Church Project
A
progress report was received from the Chair on the project to identify and map
out the ancient church of St Nicholas within the gardens. Worthing
Archaeological Society have surveyed the whole of the gardens. The next stage

The High Street is closed from today until Thursday (11 April) for gas main work. Despite notices stating that the road ahead was closed, it was surprising the number of vehicles ignoring the signs only to having to turn around when they reached the road works.
In a website article published today by the Littlehampton Gazette, it is stated that the planning officers at Arun District Council have made a recommendation to their Development Control Committee (DCC) to refuse Chandlers' application to move their showrooms and workshops to farm land on the A259 south-east of the A280 roundabout.
