Changes at Parish Council

At the Angmering Parish Council meeting on Tuesday 29th May, Cllr Steven Mountain was elected Chairman of the Council for the next year. Cllr Pat Turner was elected Vice-Chairman.

New Art Exhibition

Four local artists are exhibiting a selection of their paintings in the foyer at the Community Centre from 1st - 30th June. They have all been painting for several years and enjoy membership of various local art groups. You will see a variety of subjects in different media to please all tastes and all four artists enjoy exhibiting in local exhibitions and have been successful in selling their work. Several paintings were sold at the Centre in March. All paintings are for sale and the relevant artist contacted via the centre's office. They are also happy to accept commissions

Charity Railway Show - Results

Nearly 250 people went to the Model Railway Show in the Village Hall on Saturday and what a wonderful exhibition of layouts were on view including "00", "N", "Z" and "T" gauges. The organisers report that over £400 was raised for Chestnut Tree House.

Cat Lost

A Ragdoll cat has been missing from East Preston since Friday 19th May. Thumbelina, is a timid 5 year old neutered female with long cream fur, a brown face & tail & very bright blue eyes; she is micro-chipped, & registered to her home in East Preston. There is a reward offered for her safe return. If anyone finds her, please take her to their local vets or contacts Radars on 01903 262828, so that she can safely reunited with her owner. The Angmering Games

Angmering Community Centre is organising a community sports day called The Angmering Games which will take place on Sunday 29th July, 10.00 - 5.00 p.m. (the Olympics open on Friday the 27th July). Participants will be asked to form teams of up to 6 people and compete in sporting events from Egg and Spoon race to 60m and relay. There will also be a mini Table Tennis Tournament and much more!

The chief aim of the event is to bring the community together whilst also enticing people to increase their involvement in sport and fitness. There will be entertainment, food and a bar! Some organisations using the Community Centre may also have taster sessions in and around the event.

The Centre is also looking for judges to judge the races which will be a fun and entertaining job - you will have the opportunity to laugh at people trying to run in sacks! Village Evenings at Lamb

Every month, The Lamb at Angmering will be running a Village Night. It will consist of a two course set menu on a Tuesday night with a free pint or glass of wine included. The cost is £12 per person.

The first Village Night will be held on Tuesday 19 June. Dinner will be served at 8pm. and tables will be available in ‘The Pen’ and ‘The Coterie’. The set menu is: FIDGET PIE, (ham hock, celery, carrots leek and apple), served with new potatoes and broccoli. Followed by Sticky Toffee pudding and Custard.

Model Railway Show in Angmering

There is going to be an exciting Model Railway Show in the village this coming Saturday (26 May) at Angmering Village Hall (10am to 5pm) in aid of Chestnut Tree House. This a "first" for Angmering and it is hoped that many people will go along during the day to see the trains. There will be12 working layouts that include Thomas the Tank Engine which children may operate.

Some traders will be present, including Morris Models of Lancing, and refreshments will be available. Additionally, there will be a raffle in aid of Chestnut Tree House with some great prizes including:

Tickets: Adults £4; Seniors £3; Children £2; Family £10.

School qualifies for Table Cricket final

The Regional Table Cricket Tournament held at the Angmering School saw a very close competition finish in a 3 way tie between Angmering A, Angmering B and Valance A. After an analysis of the run rate it concluded with Angmering A winning the regional event and qualifying for the final at Lords on the 15th June.

The event was supported by The Lords Taverners and a number of volunteers from BT. Well done to the Angmering Players: Freddie Strachan, Matt Francis, Andrew Goble, Stephen Merridue, Tommy Bourne-Holloway , Lewis Hammans, Seb Finch, Tim Hayes, Shaun Baily, Dan Giddings, Owen McElligott, Courtney Charman, Dan Southall.

Steve Richards, Physical Disability Specialist at the school said "I am extremely proud of this achievement in what is a relatively new sport. All the students demonstrated excellent technical ability and incredible sportsmanlike behavior in their victory".

Mandeville visits School

Students at The Angmering School and the Angmering Cluster Primary schools were rewarded with a special visit from Mandeville - one of the official London 2012 mascots - for sharing their plans for London 2012 World Sport Day. The day was part of the "Angmering Prepares 2012" series of events in which the secondary school and the cluster group primary schools have all participated in getting ready for their Olympic Week.

Mandeville arrived to visit the Lavinia Norfolk Centre to meet some of the students who have regularly competed at the Stoke Mandeville Games with a huge amount of success and from which the Paralympic Mascot has taken his name. The visit was particularly apt as the students are again attempting to raise the funds that will enable them to compete again. This was followed by a Year 7 Chariots of Fire Style Dash in which students attempted to lap the synthetic turf pitch before Big Ben could chime 12 O'clock. All tutor groups have adopted Olympic nations and are competing to become inter-tutor champions. A large crowd was present as Phoebe Oborne representing Great Britain and Jack Collins from Germany raced home just inside the allotted time.

After school, Mandeville was present as Key Stage 1 cluster primary schools competed at Boccia and Key Stage 2 competitions took place in New Age Kurling, Indoor Bowls, Indoor Rowing and Tug of War. Approximately 200 children took part for their schools in what proved to an exciting and noisy evening of Olympic and Paralympic sport. As usual the children performed with great enthusiasm and were led by Volunteer Sports Leaders from the secondary school who acted as umpires, coaches and scorers. The Angmering Volunteer Sports leaders also encouraged, coached and scored the different competitions. Brazil, France (East Preston Junior and Infant Schools) and Kenya (Georgian Gardens) shared the Gold medal position in what was an extremely close contest.

It has whetted the appetite even more with the Games approaching and encouraged many more children to want to participate for their schools, all of whom have also adopted participating Olympic nations. With just 10 weeks until the opening of the London 2012 Games, and 45 days until the start of the Angmering Olympiad Week, preparations are really gathering pace. The Olympiad will have been preceded by Art and Literacy themed competitions and a school to school torch relay. The schools will also be heavily involved the festivities when the Olympic torch relay passes through nearby Arundel.

New developments in Roundstone Lane

While most Angmering residents are aware of the potential developments of the Barratt/David Wilson Homes site and the Persimmon development of the Worthing Rugby Club site, there has been some speculation about whether the Humber Growers/VHB nursery site to the south of the Rugby Club would also be sold for housing.

We now understand that consultants representing Humber Growers are shortly to have pre-application talks with Arun District Council over the future development of the site for residential use. It is also understood that Angmering Parish Council has been made aware of this new development.

With virtually all of the land east of Roundstone Lane now being targetted by developers, there is the very real threat of 700+ new dwellings being dumped in Angmering. From the Parish Council minutes in the article below, it will be seen that there is only a current demand from Angmering residents for just 7 new affordable houses which could easily be constructed elsewhere in the parish!

Snippets from the Minutes of the Parish Council meeting on 23 April 2012

Co-option of New Councillors
Applications had been received from two applicants for the two vacancies, John Dingle and Colin Trott. Copies of the applications from both candidates had been circulated with the agendas and they were asked to outline why they would bring to the work of the Parish Council. It was unanimously AGREED to co-opt both as councillors. Both signed their declarations of acceptance of office and took their place as councillors.

Public Consultation - Concern was expressed that the advertisement for the councillor vacancies had not been conducted properly, with the closing date still shown as being 12noon on 5 March 2012. In the light of this the Parish Council might have to declare the appointment of the two new councillors void and re-advertise in order to comply with legislation, otherwise there was a danger of a legal challenge. The Clerk would advise the Council on this matter.

Baratt/David Wilson Homes
Councillor Biss wished to correct a statement he made about the affordable housing need numbers to there being a requirement for just 7 in the top two bands rather than 21, giving an even lower need than he reported.

The Clerk was requested to explain the reasoning behind his offer to Barratt Homes the opportunity to take part in the Neighbourhood Plan process. He had made this offer at the Neighbourhood Plan Steering Group meeting earlier with the proviso that it would have to mean that no planning application was made in the meantime. He also explained that the Neighbourhood Plan would be inspected towards the end of its production and that this inspection would focus on the consultation process that had been undertaken. As with many other such consultations, it be would essential to be able to demonstrate that all stakeholders had been given the opportunity to have a say in what the Plan should contain. He also stressed that the evidence given by all stakeholders would be given an appropriate weight in the final analysis and that it should be remembered that the final policies would be those devised by the community for the community.

The Chairman has received a request to meet Parish Council representatives from Julian Jones of Barratt Homes and seeks the Parish Council’s guidance on how to proceed. Following a discussion on the needs and concerns about the interpretation of holding such a meeting, on a proposal by Councillor Turner, seconded by Councillor Graham it was RESOLVED with one abstention that the Chairman agree to a fully minuted meeting, with attendance available to all councillors, in June. The Clerk would obtain legal advice for the Parish Council to ensure that such a meeting would not compromise its ability to comment on any future planning application.

Public Consultation - Sue Ware of the ‘Save Angmering Village’ campaign formally presented a letter (copy attached to these minutes) summarising the results of a poll it had conducted and requesting that the Parish Council formally support the opposition to large scale housing developments, such as the one currently being proposed by Barratt/David Wilson Homes. The Chairman thanked Sue Ware for her presentation and explained that the Parish Council would take the results of the poll into account as it is permitted to do when, and if, a planning application was received from the developers. She stressed that the Council and Councillors were not able to take a stance on this matter before the application was lodged as this would be taken as pre-determination and would invalidate any objections made, which would have to be framed in strictly planning matters in any case. Councillor Graham, as Chairman of the Parish Planning Committee, wanted to make three points. Firstly, that what had been said was not about not caring about the village, it was very much the opposite as councillors were all volunteers, which they did because they cared. Secondly, she echoed the comments made previously that the Parish Council position cannot be determined before the application is made and thirdly, that guidance should be sought from Arun District Council on the legal position and conduct of the Council and its Planning Committee in relation to such an application.

Angmering Library
The Clerk explained that the negotiations with West Sussex County Council staff had stalled for the time being, since he had forwarded to them the report by the building surveyor identifying a number of concerns. Until a satisfactory response was received there would be no further action taken by the Parish Council.

Streetwatch
PCSO Emma Orpin introduced the concept of Streetwatch, which she said was all part of the Big Society. It was a scheme whereby community-minded people would get together in a framework of positive citizenship to look after the area in which they lived. Steetwatch volunteers would patrol the area in pairs keeping their eyes peeled for fly-tipping/graffiti etc and providing an ear for members of the general public. The scheme for Angmering had already been set up with an ex-police officer as coordinator and volunteers would have the benefit of of patrolling with him. Volunteers would be able to attend as and when it suited them, logging in on a website. The role is strictly non-confrontational and all volunteers would be trained to be fair, reasonable and proportionate.

Hockey Festival and its impact on traffic/residents

Penguin Hockey Club will be holding a Mixed Hockey Festival at The Angmering School over the Mayday Bank Holiday. The tournament will take place between Friday 4th May 2012 and Monday 7th May 2012. There will also be some assembly work late afternoon on Friday 4th May and disassembly on Monday 7th May after normal school hours.

There will be approximately 32 teams (or around 500 people) attending the event. The Saturday and Sunday are for adult mixed teams and the Monday is predominantly a junior event. Due to the escalating costs of travel and accommodation, the school has given permission for teams to again camp on-site and it is estimated that approximately 20 teams (or around 250 people) will take up this offer, although this is situated as far away from the residential area as possible (school fields nearest the A259).

There will be a marquee with licensed bar facilities on-site which will this year will be situated behind the main school building in order to minimise neighbourhood disruption. There are social nights planned on both Friday and Saturday between 19:30 and 00:30 in the marquee and there will be live music between 2100 and 2330 on the Saturday. The club have undertaken to provide overnight security over the period and to tidy the site at the conclusion of the tournament.
