Further to our Progress Report on The Lamb (see news article dated 25 January below), owner Lee Newbon wonders whether readers would be interested in seeing the plans for the ground floor of the refurbished building. I'm sure they will and it's refreshing to see such openess which bodes well for the future of The lamb which sits in the centre of our community. The design shows a new bar and meet & greet area and a 'Club' area around the inglenook fireplace with its Charles I (?) fireback. The Lounge shows the removal of the bar in the lounge and the furnishings and positions of tables for dining, which will be around 54 covers in total. It is the intention to have food served in both bars. There will be a new fireplace in the Lounge area and major reupholstery. You can also see the new spiral fire escape at the back. The toilets will also be completely refurbished.
Police officers descended "en masse" in Station Road Angmering this morning as they targetted motorists not wearing seat belts or holding mobile phones. Drivers found to have committed these offences were pulled into the Angmering Medical Centre car park where a police mobile unit was stationed and were required to watch videos of accidents or the aftermath consequences resulting from the offences.
An elderly male driver's car crashed yesterday morning shortly before 11am on the Rustington/Angmering parish boundary as he was negotiating the A259/Station Road roundabout. He was thought to possibly have had a heart attack and died at the wheel of his car. F&RS tenders from East Preston and Worthing attended the scene, along with police and the air ambulance. The police are continuing to investigate the cause of this crash and are asking for anyone with information relating to the accident to phone 101, quoting "Operation Barrow".
The road was closed for about 3½ hours but the roads around the area, including Station Road, remained congested for much of the afternoon.

Local people in Angmering will get the opportunity to view plans for new homes when David Wilson Homes and Barratt launch a public consultation at the Village Hall on Saturday February 4. The proposals, which would see approximately 300 new homes being built, will be displayed from 10am to 5pm.
David Wilson Homes, Barratt and their professional consultants will be on hand to discuss the plans and a dedicated children's corner will be set up with activities for youngsters while parents look at the housing proposals. In addition to the public exhibition, the plans will also be available online at David Wilson Homes' dedicated community website and interested parties can submit their comments via the website. Comments submitted at the public consultation and online will be considered by David Wilson Homes and Barratt before submitting its plans to Arun District Council in the form of the planning application.
Julian Jones, David Wilson Homes development director said: "David Wilson Homes and Barratt have a strong commitment to working with local communities in the areas in which we operate and we are keen to engage residents at an early juncture and find out their views on the scheme. The feedback we receive will then be reviewed and, where possible, incorporated into a second presentation ahead of our detailed planning application. By having a public consultation and the website we hope to reach as many interested parties as possible.''

Despite statements made by Barratt Homes and David Wilson Homes on their websites and elsewhere, including maps of land they wish to develop, Manor Nurseries wish to make it abundantly clear that they are NOT closing. Staff have been upset by customers suggesting that the business will be closing which could result in the loss of their jobs.
It has today been announced that the developers proposing to build new homes on greenfield land to the east of Roundstone Lane will be showing their plans and having a Public Consultation at Angmering Village Hall, Station Road on Saturday 4 February 2012 between 10.00am and 5.00pm. Barratt Homes Southern Counties in collaboration with David Wilson Homes Southampton propose to build approximately 250 new 2, 3, 4, & 5 bedroom homes on the site to the north of Worthing Rugby Club which includes Manor Nurseries near The Spotted Cow. However, in a presentation given to the Angmering Community-Led Plan Steering Group last night, it would appear that the actual number would be 301 properties, 90 of which would be "affordable" homes. Two exits onto Roundstone Lane are planned. According to the "Save Angmering Village" group, the developers stated at last night's meeting that they had an 'option' to purchase the land currently owned by four different landowners. It is understood that these developers will be submitting a planning application in the next month or two.
The above proposed development is entirely separate from a further proposal by Persimmon Homes to build some 200 properties on the site of Worthing Rugby Club who wish to vacate their land. Together, both developments would total at least 500 new homes which would all be completed in the next 3-5 years. The two sites combined would be of a size not far short of the original 600 homes built on Bramley Green. Of course, they would be in addition to the 1860 new homes planned for Littlehampton and a further 700-800 planned at Durrington.
Under the Government's "bottom up" approach to planning new developments, where residents supposedly are able to determine their local housing needs, Angmering Parish Council's policy (as previously notified to Arun District Council) is for no more than 150 new homes to be built in the parish of Angmering between now and 2026.

We have heard from the new owners that the contract for the improvements and fitting out of the downstairs area to The Lamb have now been finalised and the start date for these is on Monday 30 January and are scheduled to complete by the end of March. The rest of the improvements are going well.
Unfortunately, there has been some vandalism. Last weekend, lead was ripped out from the back windows and stones thrown through some window panes. The police have been informed. If anyone noticed anything suspicious, the owners would ask you to contact the police. It would also be helpful if people in the village centre could keep an eye on the building during this refurbishment stage.

We've just received some good news from Dave and Sophie from "Meat in The Square" which we're sure will interest all Angmering residents and those from adjoining villages.
Firstly, their Delicatessen Section opens this weekend - offering a fine selection of Sussex cheeses, local and continental cooked meats and chacuterie, pâtés, Sussex butter and cream - a whole host of speciality goodies to tickle the taste buds. It is what Dave (the butcher) calls a "grab and go" counter - they're having everything prepackaged and wrapped so customers can have a good time browsing and selecting from the shelves, rather than having to wait for it to be cut and wrapped. They will have lots of nice cheese tasters available at the weekend and invite you to come and try them!
Secondly, they are launching "Veg in the Village". Dave and Sophie are working in conjunction with Martin Jarvis at Culberry Nursery in Dappers Lane. Customers can order his veg boxes through "Meat in The Square", and collect them from the butchers a little later in the week. Each week Martin will be providing "Meat in The Square" with an updated list of veg, herbs and some fruit available from his nursery and others he works with locally - so it will be fresh local seasonal produce at its best.
Although our new butchers has only been opened for 2½ months, there has been exceptionally good feedback from villagers on the quality of their meats and with their friendly service.
Angmering Parish Fête
2012
There are to be two meetings where local organisations etc
will be invited to come along to discuss the fete and how they can participate,
these dates are Wednesday 8th February in the King Suite of the Village Hall
(10am-11am and 2pm-4pm) and Wednesday 22nd February in the foyer of the
Community Centre (all day & early evening) . The main events will take
place on 14th July 2012 on Mayflower Park followed by a Dance in the evening in
the Community Centre; children may come to this dance as fun fair rides etc
will be placed around the Community Centre for them to enjoy.
Play Areas
a) Play Area
Inspections and Repairs - Councillor Verrinder said that the current report
from Safeplay states that £5780 of work on the play areas needs to be
done but after going through the report and taking out non necessary items it
is down to £2008. The Committee agreed the work needed to be done and
referred the matter to the Policy and Finance committee.
b) Pippin Play
Area - The multiplay that we were thinking of moving has £1200 worth
of repairs needed, therefore the Committee are considering taking it down for
scrap and replacing it with a new smaller piece of equipment suitable for the
age group of that play area. SW will investigate the cost and report back to
the Committee.
Mayflower Park

Councillor Francis said she had had an initial
discussion on the BMX track and will meet the man again in a weeks time.
SW said she was waiting for a quote from Landbuild for the extended apron
around the skate bowl, she also had two skateboard companies to contact that
she had been given that day.

Further to our news item of 13 December, Angmering Parish Council issued the following statement on the Angmering Forums on 15 December:
"Knowledge that Angmering is a Front-Runner in the development of the Neighbourhood Plan has encouraged some developers to contact the Parish Council in advance of making formal applications and some indeed making requests to be involved with the Plan discussions. The position that the Parish Council finds itself in when these speculative requests are made is unclear because councillors have no wish to be seen as in any way appearing to approve of any plans at this stage. There is, however, an expectation that, within the Neighbourhood Plan environment, such discussions and engagement with potential developers is encouraged and expected.
For this reason, Angmering Parish Council has written to Greg Clark, the relevant Government Minister, asking for guidance and possibly regulations on this matter, so that there is clarity in what is being done. What the Parish Council will not do is to use the knowledge of possible development to publicise any details it has just as an attempt to scupper the proposal, otherwise the mistakes of the past will reoccur and everything will be done behind the backs of those very representatives that will look after the interests of the Angmering Community.
The developers for the Rugby club accepted our invitation to present their proposals to the Steering group meeting and will now hopefully be working alongside the working party as they progress their plans. This is in line with the CLP and will be an excellent example of how the CLP should work."
The "Save Angmering Village" (SAV) group this week has sent out an email to many people and organisations within the village. Your can read thier email here and we would encourage all our readers to do so and to copy it or refer it to other residents. Like SAV, we believe developers' proposals are once again a threat to our village. 400-450 additional houses to be built in Angmering in the next few years is, in our opinion, entirely unnecessary. SAV suggest that the developments will mean:
SAV are urging residents to start fighting these proposals NOW by writing to Arun Distict Council, and/or completing the SAV voting form and sending it to 3 Cumberland Road, Angmering BN16 4BG - and by keeping an eye on updates to their website at www.saveangmering.co.uk. Further, SAV suggest residents follow the threads on the "Angmering Forums" at http://www.angmeringvillage.co.uk/forums/topic.asp?TOPIC_ID=1217 (giving the Parish Council's update) and www.angmeringvillage.co.uk/forums/topic.asp?TOPIC_ID=1226 (general discussion).

The Angmering School Dance and Drama Department are putting together a fundraising show to particularly raise money for students to take part in the Rock Challenge Competition. Rock Challenge is an anti-drug and crime-prevention initiative that takes the form of a friendly performing arts competition for schools and colleges. If you would like to help, here are details of the show:

Mayflower Park

Councillor Bos stated that she has spent three separate
mornings counting the people who crossed Mayflower Park to the A259. Attached
to these minutes are the findings. Due to the low numbers it is not thought
necessary to consider lights for this area.
Windmill Bridge (Esporta)

Councillor Martin confirmed that the work had been
given the go ahead on the Windmill Roundabout for the new lines.
Bramley Green road adoption
WSCC
had a set of amended plans back just before Christmas and would be going
through them over the next week and would let us know if they give their
approval. If this is the case they will give the developers the go ahead to get
the work done. When that is complete WSCC will do a complete snagging list to
ensure all work is covered and then adopt the roads.

A new Choir is to be formed at Angmering Community Centre. The Choir will operate in partnership with West Sussex Music Service and will meet on Thursday evenings between 5.45pm and 6.45pm. Its first meeting will be a free "taster" session which will be held at the Centre on Thursday 9 February.

Crews from East Preston and Worthing F&RS stations attended the scene of a road traffic accident at about 1.00am this morning. One of the cars left the scene before arrival of F&RS - the second car had collided with a building. One male adult had been released before arrival of F&RS and taken to hospital by ambulance. The incident was left with the police.
Five officers from the F&RS's Technical Rescue Unit (TRU) were called to The Thatchway at 5.30pm yesterday evening to rescue two sheep which were trapped in 2 feet of water and mud. The TRU officers wearing "dry suits" used animal rescue equipment and, after about one hour, were able to return the sheep to the field. The incident was left with an RSPCA officer.

Have you got your diary to hand? If not, you need to go and get it! On the afternoon of Saturday 14th July 2012, the first Angmering Community Fête will be taking place at Mayflower Park - a day of fun for all of the family. The Park is the large recreational area at the south of Bramley Green where the skatebowl, outdoor fitness equipment, and SUDS pond are situated.
During the afternoon, there will be numerous events at the Park with hopefully all the village organisations represented plus many other stalls run by private individuals. In the evening, there will be a dance at Angmering Community Centre.
This event is being organised by Angmering Parish Council. As such, the Fête is effectively your event and the Council would like to know whether you could help in any way - perhaps running a stall, helping out on the day, or joining the organising village association which has been set up by the Council for this purpose. Angmering Library
On a proposal
by Councillor Turner, seconded by Councillor Bos it was RESOLVED to recommend
to the Parish Council that: a) The project should be continued to acquire the
building in order to secure the library service in the parish. b) That the
acquisition should be pursued on the basis of the offer of the freehold of the
building for £250,000 with a contribution to maintenance costs of
£1,600 per annum (inflated). c) The Clerk to obtain a further two
quotations for a survey to be undertaken, making sure that it is rigorous
enough to identify all structural issues. d) The project to be financed with a
loan from the Public Works Loan Board over a period of 15 years. e) The Service
Level Agreements/Leases to be negotiated so that all relevant matters are tied
down and that these are verified by Parish Council legal experts. Councillors
would be consulted on the contents of these legal documents to ensure that the
Parish Council position was protected for the future.
2012/2013 Budget &
Precept
The Clerk had produced an analysis of the standstill
budget position which showed that adding known inflation to existing budgets
amounted to an increase of £2,433 or 1.07% of the precept for the current
year which was £226,923, or £69.72 for every Band D property.
On a proposal by Councillor Francis, seconded by Councillor Leverick it was RESOLVED to recommend to the Parish Council that the basic precept for 2012/2013 be kept at the same figure as for 2011/2012, and that additional amount of £34,330 be raised to cover the cost of funding the proposed purchase of the library building. The overall precept would therefore be set at £261,253, or £80.07 per Band D.
It was further suggested that the extra precept for the library would be ringfenced and used solely for that purpose. In addition, an initial contribution of £30,000 would be placed in the proposed Repairs & Renewals Fund, funded from the Section 106 Reserve.
ASDA
Ferring Parish Council had
sent details of its concerns over the proposed arrival of ASDA in the former
Country Fayre site south of the A259. The committee expressed concern over the
lack of consultation relating to this proposed change. The Clerk would write an
email expressing the concern of the committee, particularly in relation to the
proposed highway alterations being put forward. In addition, he would ask about
the possibility of Section 106 contributions towards the dualling of the
A259.
