Things you may need to know over the Christmas / New Year Holiday period
Refuse and recyclables will be collected on their normal days over the Christmas and New Year period - put your refuse and recycling out on your normal collection day. Excess recyclable material will be collected if in a secure cardboard box, at the side of the recycling bin.The last day of collection for Brown Bins (green garden waste) will be Friday 23rd December and collections will resume on Monday 9th January 2012. You will not be able to dispose of your fir or pine Christmas tree as refuse unless you are a member of the Green Waste Club.
Shops and services openings in Angmering will, of course, be limited over the Christmas/New Year holiday. Here are a few opening times:

One of the things that many people in Angmering look forward to each December is the popular annual Christmas Quiz devised by the Angmering branch of the RNLI. Copies of the 2011 Christmas Quiz were on sale in the village on the Village Traders' Xmas Night on 7 December but a number of people may have missed the opportunity of buying a copy. However, all is not lost! You are now able support this most worthy charity by purchasing a copy of the quiz on-line for only £1.00. To obtain your copy, go to the Angmering Lifeboats' website at www.angmeringlifeboats.co.uk. If you still have your copy of the 2010 Christmas Quiz, you will also be able to find the answers on their website.
Travellers
Following the public
meeting with the police and others on 3rd November, a site meeting had been
held on 25 November involving the Clerk, Phil Leverick, Police and West Sussex
staff. Agreement was reached that West Sussex would move earth from the site to
form bunds just inside the fence around the land.
Angmering Library
Following the
last Policy & Finance Committee at which a number of 3 costings over a
period of 25 years had been presented, the Clerk had responded to the West
Sussex offer of purchasing the Library building at a capital cost of
£300,000, with a contribution of £3,300 per annum towards the
running costs with an alternative of £200,000 with no revenue
contributions. West Sussex had responded with a compromise offer of
£250,000 whilst retaining £1,600 per annum towards costs. West
Sussex had indicated that the £250,000 was the minimum they could
entertain because of the need to meet their Capital Receipts
target. It was AGREED that the Clerk circulate detailed analyses of the option
now on the table so that a meeting of all councillors could be arranged before
the next Policy & Finance Committee on 20th December. P&F would then
need to make a recommendation on this matter to Full Council on 23rd January
2012, so that the precept for 2012/2013 could be set in time for the deadline
of 31st January 2012.
Community-Led Neighbourhood
Plan
This project was still progressing and that the attendance
at Working Groups had been patchy, but the numbers attending did not
necessarily determine which ones were making the fastest progress. There would
a Steering Group meeting on Wednesday 30 November when the next steps would be
decided upon. There would be a need for the final plan to generally conform
with the Local Plan, but the latest news on this was that consultation on the
Core Strategy would not take place until the late summer of 2012, giving time
for the Community Plan to be largely completed by then.
Quality Parish Bid
A portfolio of
evidence had been prepared to enable a bid to be made for Quality Parish
Council status. The final pieces of the jigsaw had been dealt with under
minutes 11/096 and 11/097 above and he believed that all matters were now in
place to achieve this status. The fee for this application would be £200
plus VAT for a parish the size of Angmering. On a proposal by Councillor
Turner, seconded by Councillor Bos it was unanimously RESOLVED that Angmering
Parish Council apply for Quality Parish Status.
Joint Eastern Arun Area Committee
(JEAAC)
Grants - The JEAAC Grants Sub-Committee had put
forward suggestions for the allocation of grants from the £17,000 of New
Homes Bonus allocated to it, with Angmering being allocated £3,000
towards the cost of work on the library project.
Padgett's Crossing -
Councillor Mountain reported that Network Rail had applied to close the
Padgetts Crossing given recent incidents and the CCTV evidence they gathered
showing widespread cases of children plying Chicken there. He also
reported that the Infrastructure Improvement list being compiled had included
all 5 of those put forward by Angmering.

Tots in tow, the 'stay and play' group run by St Margaret's Community Church (SMCC.), now has a website which can be found at www.tots-in-tow.org.uk Apart from details about the group, the website includes a "What's it like" page" and a weekly "Friday thoughtlets" blog.
St Margaret's Church will be performing an Open Air Nativity on Fletcher's Field on the 23rd December starting at 5.00 p.m.
Part of the field will be blocked off and the performance area will be at the end along the walls of Grey Barn and towards the Scout Hut. The participants, i.e. Mary and Joseph, Three Kings etc. will enter from Rectory Lane between the Scout Hut and Grey Barn! Lady Herries, from Angmering Park, has kindly provided two donkeys from her sanctuary and Andrea Oakley will be helping out by taking care of them. The Three Kings should be mounted on horseback unless the horses are spooked by the crowd in which case they will be led. There will be sheep too, with a dog in attendance just in case one decides to go walk-about! The whole Nativity should be about 45 minutes max with carols, of course; Malcolm Hawke, the Church organist, is in charge of the musicians.
There will be plenty of stewards around to help and supervise the crowd, and if people are attending with their dogs they are asked to keep them under control and on a lead. More than 1200 people attended the Nativity when it was last performed 5 years' ago, so a large attendance is again predicted this year.
It is hoped that the weather will be dry because if there is heavy rain the event will have to be cancelled. A decision about this will be made at 2.00 p.m. in the afternoon.

WSF&RS appliances from East Preston & Worthing (including a Heavy Rescue Tender) were called to an accident on the Angmering By-Pass (A280) at about 5.30am this morning after a car had flipped over onto its roof. The driver, who was taken to hospital with head injuries, had swerved to avoid a fox. The road was closed for 2 hours after the accident.
As many Angmering people will be aware, the Angmering Youth Forum has provided a double decker bus that has been converted into a coffee bar / chill area for the local youth as a place for them to go in the evening where they are safe and warm. The intention is to keep them off the streets and so avoid anti social behaviour.
From today (Wednesday 14 December) until Christmas, a local charity scource - localgiving.com - will match fund every penny donated to the Angmering Youth Forum Bus Project. Donations may be anything from £5 to £250. Every penny given will be matched, so doubling the donation - less a small commission of 6%. If people are able to gift aid their donation, the Youth Forum will get even more. This will be up to a maximum of £2500.
Every penny raised like this will be a tremendous boost to running costs as the Youth Forum has no limitations on what the money can be spent. According to The Angmering Society's latest newsletter to members, there are currently two proposals for a further 400 houses in Angmering, as follows:
Firstly, it would appear that Persimmon have secured an option to buy Worthing Rugby Club's site in Roundstone Lane as the Club are proposing to leave the ground in 2013. Persimmon would build 200 homes on the land.
Secondly, Barratt Homes are proposing to build 200 homes on land above the north boundary of the Rugby Club. It is alleged that Barratt have been in discussion with Arun District Council's Planning Department. The Society says that it would appear that Barratts are seeking to develop the existing Manor Nurseries site.
Both plots of land are outside the current Angmering building development area. Angmering Parish Council has had discussions with at least one of the developers but these have been outside formal Council meetings and what has been recorded from those discussions does not appear to be available to the public. Angmering Village Life will endeavour to keep readers notified of any developments relating to these proposals.
On Sunday December 18th the new wing of St Margaret's School (2 new classrooms, group room, food technology room, SEN/medical room and cloakroom facilities) will be open between 11am and 4pm for villagers to come and have a look at our new accommodation. The school, in Arundel Road, will also have on display around 40 nativity sets from around the world which have been collected by the school over a number of years. Entrance is free but visitors might like to make a donation to the school building fund. Light refreshments will be available.
After an absence of one year, the Angmering Traders' Christmas Evening returned last night attracting many hundreds of Angmering residents and their families to the village centre. On a fine but crisp evening, most of the shops were open as was the Church and the Library, many offering free drinks, mince pies, snacks or other activities.
There was a large queue for much of the time outside Woodies News to see Santa in his Grotto. Ensuring an orderly progression at the door to see Santa was owner Ally - a sort of "Elf and Safety" man (groan ....!). The Youth Bus was parked by the Lamb and there was a tombola inside the Parish Council office. Outside, raffle tickets were on sale and both the RNLI and Angmering Manor spa had stalls.
Harris's funfair again provided great activities for the children and gave much colour to The Square. Carol singers performed around the War Memorial and Angmering Handbell Ringers delighted those who went into the Church. Arundel's town crier, Angela Standing, also attended giving the evening a sense of occasion.
Organiser and chairman of Angmering Parish Council, Pat Turner, was pleased with the turnout but added "Despite advance warning signs and "Road Closed" notices at the village extremities and manned barriers near the village centres, there were again a number of motorists who wanted access to push their way through the throng, one even insisting that his satnav said he could go through!"

It has been almost 2 years since Sight & Sound opened its doors in the centre of Angmering Village. In that time, they tell Angmering Village Life, they have established a good customer base and are enjoying being a part of the village.
They have recently decided to allocate part of the shop to sell gifts. It's proved very popular, and they are glad to be able to bring something new to the village. The theme is predominantly Christmas at the moment - ranging from toiletries and scarves to traditional Christmas decorations and kids' stocking fillers - but, if successful, Sight & Sound hope to carry on after the New Year with general gifts and themes around Mothers Day etc.
They still, of course, offer sight testing with a wide range of frames to suit all budgets, and Free NHS testing to those that are entitled - all children under 16 get their sight test free of charge and they remind readers that it is of great importance to get their children's sight tested regularly, even if they do not complain of any problems! They also offer hearing tests free of charge, supply contact lenses, repair spectacles and stock a wide range of accessories for eyes and ears.
The staff at Sight & Sound wish everyone a Merry Christmas and look forward to seeing you all at their shop in The Square on Traders' Evening on Wednesday 7th December where they will be holding a raffle, and a lucky dip for the children. They also invite you to join them for a drink!
