A crash between an Alpha Romeo and a Fiat on the Angmering By-Pass near Ecclesden Lane shortly before 6.00am this morning closed both carriageways for a while. A passenger in the back of the Alpha Romeo was treated at the scene and is believed to have only minor injuries. The male driver of the Fiat, which was on it's side, had to be cut out of the vehicle by firefighters and another male freed from the same vehicle using hydraulic rescue equipment. Both drivers were taken to Worthing Hospital but their injuries are not believed to be life threatening.
Two appliances from the West Sussex Fire & Rescue Service, East Preston station, and two further appliances (one a Heavy Rescue Tender) from the Worthing station attended the scene.
The northbound carriageway was reopened after ambulances had taken the injured to Worthing Hospital, but the southbound carriageway remained closed for many hours.
Some Hollywood-style action will be coming to Angmering raceway (www.ovalraceclub.co.uk) on Bank Holiday Monday - April 5th as brave (or possibly mad) stock car racers will steer their cars up the back straight and over a ramp in an attempt to fly over a line of old wrecked cars and land safely on the opposite side.
Needless to say, those that clear the line of cars are far shorter than those who fall from the sky and crash into the line of old wrecks in spectacular fashion, delivering the kind stunt driving usually confined to the latest action, car chase movie.
Nudge and spin banger fans can also catch the stars of the future in action with round one of the junior banger nudge and spin championship. There will be more automotive mayhem on the ground, as the cars that survive the car jump will face their final curtain in the last-car-left moving demolition derby that closes the day's racing.
With the chance to see some real-life stunt driving, plus enjoy a full day's racing with action from formulas as diverse as rubber-burning Hot Rods, through Street Stocks and the ever-popular nudge and spin Bangers, Angmering Raceway will deliver another value for money day out on Bank Holiday Monday, April 5th.

Arun District Council has turned down planning permission for a third estate agents shop in the village centre. Graham Butt Estate Agents had applied for permission (Application No A/2/10) to open the shop at 5 The Square where the off-licence was located before its recent closure. Holmes & Co has been established in The Square for over 40 years. Michael Jones Estate & Letting Agents has held the lease on another estate agent's shop in The Square for the last couple of years but sub-let the property to the charity boutique shop , dizzy, who will vacate the premises at the end of this month so Michael Jones can open an estate agents shop there again. The premises was previously occupied by Henry Adams Estate Agents.
The reasons given for this refusal by Arun District Council are that insufficient information had been submitted to justify that the retail use was no longer viable and that the Local Planning Authority was not satisfied that the existing retail premises would no longer serve the retail needs of the community. The proposal was therefore contrary to policy DEV30 of the Arun District Local Plan.
A number of shop owners and local residents had objected to the change of use from a retail premises to an estate agent's shop for fear of the effect that this would have on existing shops in the village centre, although Angmering Parish Council had no objection.
A musical evening is taking place next month with proceeds going entirely to Chestnut Tree House, the children's hospice located here in Angmering. On Saturday 24 April, at St Margaret's Church (7.00pm), the Angmering Handbell Ringers and musical friends will be entertaining at the concert: "Music for an April Evening".
A special guest singer will be Jacqueline Hill, aged 16, from Tarring, Worthing, whom readers may well remember as the BBC Choir Girl of the Year 2009. This is particularly pleasing as Jacqueline is very busy recording TV and radio with the BBC as well as studying for her A levels.
The evening has been organised by Jill Howell as a "thank you" for the wonderful medical treatment and support of so many friends over the past 14 months which her 5-year old grandson, Duggy, has received. Duggy is hopefully now coming to the end of his treatment.
Refreshments will be available in the Church after the event. There are no tickets or admission charges for this concert, but Jill hopes that lots of people will be there. Collecting boxes for Chestnut Tree House will be in the Church for those wishing to contribute to our local charity and show appreciation for the wonderful work which it performs for seriously ill children and their families.
Limited parking is available in the Church car park, but additional parking may be found in The Square and the Angmering Medical Centre.
Following the success of their Christmas Craft Fair, Angmering Community Centre Association is holding another Craft Sale this Easter. It will be held at the Angmering Community Centre on Saturday 3 April (9.30am - 1.00pm).
There will be cards, jewellery of several kinds (including pearls, silver and handcrafted pendants made from semi-precious stones - with a £1.00 Pendant lucky dip!), knitted goods, handbags, clothing, wooden items, basketware and art sales. You are sure to find that little something different for gifts - or to treat yourself for Easter! There will be a number of tables selling goods specifically to raise money for Sophie's Fund. Refreshments will also be available. Admission is free.

Further to our news item on 15 February (see News Archive), the over 50s 8- week "Fit as a Fiddle" healthy eating course will now start on 20 April at the new time of 4.30pm-7.30pm.
The Great British summertime may turn out be another damp squib, but the racing action is guaranteed to be hot at Angmering raceway (www.ovalraceclub.co.uk) on Sunday March 28th when the Junior Rods, A and B Production, Modified C, Production Stox and Saloon Rod formulas take to power into the West Sussex track's summer season.
The stock car racing stars of the future will be taking to the track in the junior formulas, competing in Minis (engine sized at 1000cc for 10 to 16 year olds) and up to 1200cc cars for those aged 12 to 16. The adult modified formulas will deliver racing action from a wide range of cars with engine sizes ranging from 1300 to 1600cc and connecting to the track via front or rear wheel drive. At the top end of the power scale, the Saloon Rods, driven by 1600cc and above engines will be burning rubber on the Angmering circuit as their drivers push the high-powered cars to the limit on the demanding banked oval track.
The nudge and spin Bangers will provide plenty of hair-raising action, as the MOT failures crash around the track, with those that survive the racing being sent to the great scrap yard in the sky in the metal-bending demolition derby that closes the meeting.
With a massive grid of cars, offering something for every race fan and the drivers determined to put the pedal very firmly to the metal to start earning points in the 2010 Summer track championship, Angmering, will deliver a great action packed and value for money day out for all the family (whatever the weather brings) on Sunday, March 28th.

Angmering Cricket Club is pleased to announce four business sponsorships for the 2010 season.
David O Jones, the local sports shop in Littlehampton and Chandlers BMW garage, located in Angmering Village are now sponsoring the club for the fourth consecutive season, while Projects Abroad, an organisation helping to combine travel and work/volunteering, are sponsoring the team for a third season. Holmes Estate Agents, a local agent based in Angmering Village, becomes the club's most recent addition after agreeing to sponsor the club in February this year.

Activities by students and staff at The Angmering School last week have raised nearly £3000 toward Sophie's Fund - a magnificent effort.
A Fun Run on Highdown last Wednesday (10 March) raised £4,625.24 but the funds are to be shared with another charity which the school supports called "The Calvert Trust". They get £2,200 and Sophie gets £2,425.24. An Admin Cake and Book Sale on Thursday (11 March) raised £246.66. Finally, on Friday night (12 March), a Quiz at Worthing Rugby Club run by the Sixth Form raised £266.07. This included the sum of £40 which staff member, Mr Luke Vintner, Learning Support Assistant, donated back to the Sophie appeal from the raffling of a Southampton football shirt which he had won in the evening's raffle.
The sums raised will be presented to Sophie's mother, Debbie, later this week.
We should all congratulate both students and staff at The Angmering School for their community spirit and the efforts they have expended in raising this money to help Sophie.
Honey Lane
The investigation into
the land leased by the Parish Council had revealed that its responsibility
extended further up Honey Lane than had been previously assumed. In addition,
the Clerk had been approached by residents with a project to repair the
remainder of the road which he would take further when the amount of funding
available from West Sussex County Council was clearer. Councillor Bicknell had
been pursuing this aspect and would be asked to follow the matter up.
Community Centre Project
(a) The
Clerk had circulated a summary of the current position regarding the progress
on the acoustics work, the signing of the lease, and the successful grant
application for electronic and projection equipment. The Clerk was instructed
to sign/seal the lease on behalf of the Parish Council as soon as the acoustics
work had been carried out. One problem being faced by the Community Centre
Management Committee was that the grant-aided equipment would have to be
financed up front and then the grant claimed subsequently. The Clerk was
instructed to manage the payment of Parish Council subsidy in such a way that
the overall commitment for 2009/2010 of £64,000 was not exceeded and that
the amount paid over to the Committee in the year did not exceed the total
shown as Running Costs. The original assumption had been that the
income from lettings would be used to build up a working balance.
(b) A
list of Snagging items had been produced by Val Jerram and the
Clerk wished to know how this would be dealt with. It was AGREED that the
Parish Council would deal with this directly with Catchpoles and that the Clerk
would assess the extent of each item before referring them back to the
contractor.
(c) The Clerk had received a letter from Sovereign Alarms
regarding the performance of the security system at the centre which he would
discuss further with Councillor Mountain. The conclusions of this would be
reported back to a future meeting.
Environmental Wardens
Ten
applications had been received to date and it was AGREED that one candidate
would be appointed from this selection and that the remainder would be added to
any that replied from the advertisement in the Newsletter, from which would be
chosen the second warden. It was AGREED that this process would be managed by
the Clerk and Councillor Turner.
Sport Grant Application
A grant
application had been received from Ray Forder a Table Tennis coach who had been
trying to interest young people in training to play table-tennis. This was
being done in conjunction with the Community Centre Chairman and relied on 12
youngsters per session at a cost of £4 for each session. At present only
5 had signed up and the grant request was to enable some to come for a session
or two free of charge to see how they progressed. On a proposal by Councillor
Turner, seconded by Councillor Nunn it was RESOLVED to make a one-off grant of
£192 under section 137 of the Local Government Act 1972 to encourage
young people to take up the sport.
Office Accommodation
an
order of cost quotation had been received from Connaught for a
system which consisted of 5 radiators and combination boiler for £5,481
plus VAT. In addition, the building had been surveyed by the gas suppliers for
connection to the gas main and installation of a meter and this would result in
additional cost. It was believed that the system cost was higher than would
have been expected, but on a proposal by Councillor Verrinder seconded by
Councillor Hankinson it was RESOLVED that the scheme should be pursued subject
to obtaining satisfactory quotations from other suppliers. The Clerk would
obtain three quotations before the next meeting.

Bramley Green Roads'
Adoption
(Public Quentions) - Concern was expressed that the
highways and associated assets on the Bramley Green estate had not been adopted
by West Sussex County more than six years after the completion of
house-building. Residents asked that the Parish Council write to persuade the
Highways Department to act more quickly in achieving this so that
responsibilities are clarified and they have some recourse for the problems
that are experienced with highways and lighting. The Clerk undertook to write
formally to Keiran Stigant, Executive Officer for Communities at County Hall
expressing dismay at the time being taken to adopt the highways on the estate,
and request an early resolution to this.
Joint Eastern Arun Area Committee
Report
Councillor Bicknell reported that the Angmering Community
Centre Association had been successful with a grant bid obtaining £2,500
towards computer equipment.
Pension for the Clerk
The
Chairman explained that the Clerk had requested this to be considered and
following negotiations it had been agreed that the increment normally available
to him would be forfeited to partially finance the additional cost. On a
proposal by Councillor Nunn, seconded Councillor Leverick it was unanimously
RESOLVED that Angmering Parish Council is to apply for the current Parish Clerk
Mr. Robert Martin to be accepted as a member of the Local Government Pension
Scheme, as administered by West Sussex County Council with effect from 1 April
2010, and finance the employers contributions to that scheme.

The Charity has been contributing to the cost of education in the ecclesiastical Parish of Angmering for over 300 years.
The Trustees consider applications for grants from young people under the age of 25 years who live in the Parish. To be considered for a grant a young person could, for example, be going to university/college, doing a gap year possibly to undertake voluntary work, a musical or sporting activity away from home, or need financial assistance with field trips.
Gifts and bequests to the Charity from those who have concern for the future development of young people in Angmering are the life-blood of the Charity. These help in maintaining the Charity's financial security so that it can continue its work and satisfy the requests it receives for grants from young people in Angmering.
The Trustees of the Charity normally meet termly in January, May and October to consider grant requests.
Applications for grants should be sent to the Secretary in advance of a meeting. The Secretary will be happy to provide more information about the Charity on request. All details from:

Alcohol Restriction Area - Bramley
Green
The Assistant Parish Clerk confirmed a letter had been sent
to Sussex Police and their acknowledgement confirms an Inspector will now be
discussing the issue with Arun District Council. The Assistant Parish Clerk
distributed a map showing the existing Alcohol Restriction Area which covers
the coastal plain from Littlehampton to Ferring.
Mayflower Park SUD
Maintenance
The APC has confirmed that Southern Water do not
adopt SUDs. A letter has been sent to Arun District Council requesting
information on maintenance, and a reply is awaited from their Engineers
Section. The Assistant Parish Clerk confirmed that the S.106 included a sum for
maintaining this drainage area.
ACTION: The Assistant Parish Clerk to
investigate the following: (1) SUD: What is its purpose and what maintenance
does it require. (2) Interceptors: Whose responsibility to maintain; is
pollution an issue; when will West Sussex County Council take over
responsibility from Developers Consortium.
Hanging Baskets & Floral
Displays
Members agreed to renew this contract for an additional
year. Proposed by Councillor Turner. Seconded by Councillor Nunn. Assistant
Parish Clerk to refer to Policy and Finance for ratification. Councillor Nunn
raised the possibility of entry into the In Bloom competition and Members were
keen to take this forward.
ACTION: Assistant Parish Clerk to check
deadlines and entry requirements for discussion at next meeting.
Management of Fletcher's
Field
Members agreed that a letter should now be sent to the
Trustees to enquire if they are in a position to put their proposals to the
Parish and finally agree the management of Fletchers Field.
ACTION:
Assistant Parish Clerk to draft letter on terms agreed to Mr. R. Hance,
Churchwarden.

Planning Application No. A/2/10 (Public
Questions)
Mr. Graham Butt: Advised Members he was attending
to answer any questions arising from his application for change from retail to
office use. Mr. Butt stated that he believed this new usage was right for the
village, and would provide a service from an established company.
Councillor Nunn: Would the premises still maintain a shop frontage
with display of properties for sale and asked why the estate agency was looking
for premises in Angmering.
Mr. Graham Butt: Confirmed it would retain
a shop exterior. He stated he had previously tried to obtain business premises
in the village but had been unsuccessful. Angmering was popular so there would
be sufficient volume of business as already found in his other local offices,
and it would allow the support of local clients.
Councillor Nunn
requested an assurance that Angmering and Bramley Green are not treated as a
separate entity and Mr. Butt stated that areas are often identified separately
for the assistance of prospective purchasers, but he would take into account
the view expressed.

Maps &
Noticeboards
(a)- The committee discussed the need to
update the village maps with new additions such as the Community Centre. The
committee decided to wait and see if other things needed to be added in due
course which would justify the cost. The Highway Committee have agreed to
install road signs to the Community Centre which should help the situation.
(b) - The Senior Assistant Clerk reported that the notice boards at
the Community centre and Downs Way, were causing problems, they were letting in
water and the doors were not opening easily. Some work had been done but the
problems persist. The Committee asked the office to get costings for
replacement boards to be discussed at the next meeting.
Skate Park
Councillor Verrinder
said he had met with Angmering Forge last week at the Skate Park and they
discussed a metal rail to surround the bowl. Angmering forge will quote us this
week. A concrete apron is needed around the bowl, Councillor Verrinder will
decide what spec. is required.

Honey Lane
Public
Questions: - Three members of the Public were present, Mr and Mrs Limbrick
and Mr Rivers. They wished to discuss the improvements to Honey Lane. Their
concern was that the work the Council were currently doing did not cover the
worst part of Honey Lane. There had been a recent meeting of the Honey Lane
residents and Councillors Bicknell and Bos. Minutes of that meeting will be
attached and a copy sent to Mr Rivers. Councillor Bicknell explained that the
Parish Council only had sufficient money to complete the footpath at the
Bramley Green end, it was hoped to get West Sussex County Council on board for
the future and help in improving the footpath element at the other part of the
lane in due course. Mr Rivers said that as the Lane was a public right of way
more and more people were accessing it to drop their children off for school
more damage was being done. The residents were happy to contribute to any
improvements but wanted to work closely with the Parish Council. They were
currently putting together a specification for approval. It was agreed by
Councillor Bicknell that he would continue to work with the residents and help
in any way possible to point them in the direction of grants.
Committee Discussion: - Most of the issues were covered under Public Questions but Councillor Bicknell added that the meeting had gone well with the residents of Honey Lane and he was happy to be part of the ongoing group to see the project forward. Councillor Mountain said he had concerns that West Sussex County Council would not get involved in road improvements in a private road.

Device
The Senior Assistant Clerk reported that she had been in
contact with Alison Tate (senior engineer speed management WSCC). The
request to install two vehicle activated signs has been passed to the VAS
committee for review in April/May. Councillor Bicknell asked if a letter could
be sent to Tracey Webb (Highways Manager WSCC) asking for her support in
this initiative.
Lighting of Mayflower Park
The
Committee noted the email from Paul Barden of WSCC stating that to do a plan of
the proposed lighting would cost £350. Councillor Bicknell said he had
had a site meeting with Colas last week and they were going to send a quote to
the office. If a lighting plan was then required Colas thought it could cost

Centre
The Committee had already agreed to two new signs
directing traffic from Roundstone lane to the Community Centre but after
discussion felt it was also necessary to have a sign from the A259. Councillor
Leverick will have a look at the area and report back to the office with his
proposals. The Committee also requested that the Leisure Committee look at
amending the maps to include the Community Centre.

As regular readers of this News page will be aware, there have been a number of initiatives to help raise £40,000 to allow Angmering's little Sophie Nugent to have a life changing selective dorsal rhizotomy procedure in the USA. Sophie suffers from cerebral palsy, which leaves her unable to walk or stand unaided, and crippled with painful spasms. Many people and organisations both within and outside the parish have really helped in supporting this cause to help Sophie walk.
The latest initiative comes from Peter Blanks of the Tarring Short Mat Bowls Club. Peter will be competing in a non-stop twelve-hour BOWLATHON at St Margaret's Primary School in Arundel Road, Angmering, on Thursday 8th April from 9.00am to 9.00pm. He will be competing against one of his fellow club members, David Reece, and adjudicators will be on hand to ensure that everything runs properly.
Peter is looking to raise money for Sophie's Fund by people sponsoring him for every shot that he scores during the twelve-hour period. This can either be an amount per shot up to a maximum sum or for a set amount.
There will also be a target mat for visitors to try their hand on throughout the day for a "best of the day" score, for which the prize will be a DVD player. Refreshments will be available throughout the day and there will also be a Raffle, the donation of prizes for which would be gratefully received. Donated prizes may be left at Viskas, The Avenals, High Street, Angmering or 45 Greenwood Drive, Angmering.
Peter and David would very much appreciate it if you could spend a little time during the day and pop in and give them your support.
